Architectural Review Board

The Architectural Review Board (ARB) is comprised of the Turtle Creek Homeowners. Its function is to review on a case-by-case basis those homeowners who look to the make repairs or enhancements to the exterior of their homes within Turtle Creek. These changes include, but are not limited to pools, roofs, exterior painting, fences, major landscaping and play structures.

The ARB consists of volunteer homeowners, elected by the Turtle Creek HOA Board of Directors, who collectively ensure all homes within Turtle Creek maintain the overall design aesthetics of the community. Every house is held to the same high standards of the Turtle Creek Homeowners Association Architectural Guidelines, thereby ensuring that the entire community retain its value and status as the premier community in Central Florida.

Whether you are considering an addition, re-roofing, repainting, installing a new landscape – or altering the exterior of your home in any manner – you will need to include the Architectural Review process into your project plans. Since the ARB has broad discretion in what it will approve or deny, good communication throughout the design and review process is essential for the process to work smoothly. We encourage all homeowners and/or your contractor to become acquainted with the Architectural Review Process and guidelines at Turtle Creek.

The ARB Process

Modifications to the exterior structure and/or landscaping require an "Approved" Architecture Review Board (ARB) Request prior to scheduling or initiating any work. The Turtle Creek covenant provides the ARB up to 30 days to render a decision although our goal is to keep that time to under 14 days. The ARB seeks to make the process transparent to all community members and works to assist residents in making desired changes and improvements in a timely fashion.

The ARB Request process is a three-step process.

ARB Application

The first step is to submit a completed ARB application via the website, U.S. Mail, or dropping it off at the Property Management Company Office. The ARB application should include;

  • Detailed description of the change

  • Pictures or samples of the change (not required but helpful)

  • Property survey

Please do not submit ARB Requests directly to board members, ARB Committee members, the Gatehouse, or brought to an ARB Meeting.

The Property Management Company reviews the ARB application for completeness, checking that the request includes a property survey, sample colors for exterior paint, sample colors for pavers, location and types of landscaping, and a clear description and annotation of the changes that will be performed. If an application is missing any required information, the Property Management Company will reject the application with a request for the missing information.

When all information is complete in the ARB Request, the ARB request is accepted, and the 30 day approval process begins (as required by our covenants). If the ARB has not rendered a decision (Approved, Conditional Approval or Denial) after 30 days of an accepted application, the homeowner request is automatically approved.

ARB Meeting

The meeting date/time/place will be posted at the Turtle Creek Exit Board with a minimum 48 hour notice prior to the meeting. The ARB meeting is a public community meeting and all residents are invited to attend.

An ARB quorum will conduct a detailed review of the exterior changes and render a decision. Although not required, the resident submitting the ARB request is encouraged to attend to address any questions raised during the review by the ARB. The ARB meeting will result in one of the following decisions:

  • Approved

  • Conditional Approval

  • Rejected

Conditional Approvals are rendered when the ARB has a question or requires clarification about the change. The homeowner has 30 days to respond to the conditional approval. In the event the homeowner does not respond within 30 days the application is automatically denied. The homeowner must resubmit the application.

Homeowner Communication

Homeowner Communication: The property management company will communicate the ARB decision to the homeowner. This is the official notification. When a decision is conditionally approved or rejected, the notification will identify the issues or concerns relating to the decision.

The Turtle Creek BOD and ARB strive for homeowner satisfaction and welcome all homeowner participation in the ARB process. Homeowners who dispute an ARB decision can present the requested changes to the board of directors for review.
